Sometimes my home state’s politics seem to hover between dysfunction and malfunction, but the day before Halloween, Governor Andrew Cuomo got something right. He signed into law two pieces of legislation that will, if the early returns from the Chicago school system are any indication, save lives in the years to come. The Chicago experience is instructive because 55% of those who were injected didn’t know they were allergic.
